GENERAL SUMMARY/ OVERVIEW STATEMENT:
Working closely with the Division Administrator of the Division of Genetics, the incumbent is responsible for the financial and research management activities of the Division. Currently, the Division has approximately 18 faculty and 125 research fellows and staff with over $27 million in annual research funding.
PRINCIPAL DUTIES AND RESPONSIBILITIES:
1. Establish and maintain a management system to allow accurate, detailed, up to the minute reporting of financial status and staffing distribution of all federal research accounts, foundation accounts, fellowships, division sundry accounts and division operating accounts etc. Ensure compliance with all institutional and regulatory policies and procedures. Provide reporting and management for all Division operating and sundry funds. Supervise staff of grant administrators who provide monthly, annual, and ad-hoc financial reports on all division research funds. These reports include current expenditures, projections of future expenses, and variances from budgeted line item expenses.
2. Develop and monitor a comprehensive research financial budget for the Division Administrator and Division Chief for both short-term and long-term planning purposes for specific faculty/staff members as well as the entire division.
3. Troubleshoots research and administrative issues and problems raised by sponsors, funding agencies, collaborators, and staff. Function as liaison to federal and non-federal grantor agencies as well as Research Administration, Research Finance, Accounts Payable, Materials Management and other hospital departments on all research matters. Maintain timely coordination and communication with involved parties regarding grants management issues. Oversee implementation of policies and procedures under the general direction of BWH Research Administration and the Department of Medicine.
4. Identify potential budget, procedural and policy issues affecting grant implementation. Ensure that grant implementation and reporting comply with all policies of the Hospital, granting institutions and subcontracting agencies; function as resource person in clarification of policies; work with Principal Investigators to achieve compliance. Advise regarding the allowability of costs to be charged to research projects. Review appropriateness of transactions and budget reallocations against funding source guidelines. Work with Division Grant Administrators and BWH Research Finance to resolve complex accounting issues.
5. Monitor the ongoing process of grant pre- and post- award management including grant development, submission, review and award notification. Review and analyze funding proposals. Approve proposals for departmental, and institutional review. Supervise the assembly of NIH grant applications.
7. Manage the Peoplesoft HR/Kronos Payroll for all research employees in addition to certifying time-and-effort reports for all required investigators.
8. Performs all other duties/responsibilities as needed.
QUALIFICATIONS:
B.S. or B.A. required. 3-5 years of directly related experience. Prior grants management experience required. Previous management experience preferred. Experience in research setting preferred.

Responsible for supervising staff of 2 grants administrators and 1 Operations Coordinator including hiring, firing, evaluating and disciplining. Also manager (indirect via matrix organization) of all administrative staff members for financial and research matters.
FISCAL RESPONSIBILITY:
In partnership with the Division Administrator, accountable for management of Genetics Division grant portfolio ($27M annual research budget).
